What It Is and Why It Exists

Ghost Index exists because institutions in British Columbia and across Canada, lie politely. They promise transparency, issue statements of inclusion, and run investigations that always clear themselves. What looks like accountability is performance, a ritual of compliance that keeps the rot intact.
We document what survives their cleanup: the missing emails, the redacted memos, the privacy officers who protect reputation instead of privacy. Every record we publish comes from inside the machine they built to erase people like us.
This isn’t activism. It’s record-keeping. Ghost Index doesn’t chase headlines or ideology. It follows evidence. The goal is simple: to prove that the same tactics appear across departments, agencies, and oversight offices, all hiding behind the language of virtue.
We focus on the public sector, where transparency is mandatory on paper and impossible in practice. The pattern is everywhere: the deeper the promise of fairness, the tighter the control behind it.
